I moved to GitLab, so no more deployments. Update README. Add pre-commit
hooks.

What I have in production and GitLab CI/CD.

Changes to make the Docker Compose setup more deployable in my
infrastructure.

- Share the network with other projects.
- A saner project name.
- Mark the volume for backups.

Instead of binding to a higher port, grant the apache2
CAP_NET_BIND_SERVICE to bind to port 80.

- Add status module.
- Set work dir to the user's home dir.
- Patch configuration instead of using sed.
- Test the Apache configuration during build.

- Use the alternative HTTP port (so a limited user can be used).
- Run as a limited user.
- Add documentation.
- Add a Docker Compose file for local testing and as an example.
