`skip_dotenv` was replaced `load_dotenv` in the latest release of
direnv.

direnv started using either .envrc or .env files. I've a bunch of .env
files (mainly for setting the project name in Docker Compose) and I
don't want to set them in the shell nor have the annoying warning
everytime I cd to a directory. Set the old behavior back.

Runs `rebase -i` noninteractively for the whole history (since the
initial commit).

- Add isort.
- Update prospector.

They should be committed.

Also, re-org a little by grouping the "DevOps" tools (Terraform, Docker,
Ansible) together.

And fix small issues.

MANIFEST.in and setup.cfg.
