Workbench: Try to install AWS CLI v2 with Python 3.13.

There's a conflict there, ruamel.yaml.clib installs in Python 3.13 with
version 0.2.12 but the AWS CLI requires ruamel.yaml.clib<=0.2.8 and
>=0.2.0. So this is try of this comment:
