Local automation for running offsite-backup (from the homelab repo) on
host01.

- Use a generic name for the session name.
- Allow using a IAM role ARN or name.

- Use the IP address for staging's API (now it behind a load-balancer).
- Local forward Flower for the Celery server.

There's an issue with tf import because the options (-var-file=...) must
precede the other arguments (resource name and ID). Writing it in POSIX
shell without arrays is going to be a mess. I can probably write it in
Bash but I prefer Python so here we are. I also feel it's a bit more
readable.

Use wget over WebDAV instead of unison over SSH. Should be faster and
more portable.

It's already covered with prospector.

Fix for https://github.com/psf/black/issues/2964.

Check if commands exist and environment.

Use the stdlib better.
