Relax the Python version in Pipfile (I use a different version locally
to the one in CI). Set the language and locale to C.UTF-8 (the Docker
image doesn't come with other locales/ languages). Correct the submodule
URL to avoid the redirection warning.

Replace links from the old cgit instance to the new GitLab instance.

The only change is that there isn't a popup (alert) that the message was
sent.

The comment mentioned `make`, not using it for a while now. The shebang
was useless, these are not executable or scripts.
