Try to embed the GitLab snippets. Allow raw HTML for that.

The raw HTML in that page isn't styled properly after switching to the
Seafoam theme.

This reverts commit 10288047.

I think that those JS scripts were needed (show all posts needs that I

Relax the Python version in Pipfile (I use a different version locally
to the one in CI). Set the language and locale to C.UTF-8 (the Docker
image doesn't come with other locales/ languages). Correct the submodule
URL to avoid the redirection warning.
