And a small fix.

The Docker network changes to 172.20.0.0/16 (see the debian_server
Ansible role in the homelab repo).

Started to fail.

It's in use by multiple projects and otherwise docker-compose complains
on the labels.

Pratically the same thing but is available in the regular Alpine repo
and is a bit smaller.

- Update to Alpine 3.18.
- Update to Ruby 3.2.
- Update transmission-rss to 1.2.3.

From the skeleton file. Address newly found issues.

And the base image too.

I'm not using it anymore. Replaced with WebDAV access.

Going to replace the FTP access and will be accessible over the
internet with authentication.

- Use renamed templates repo.
- Remove manual stages order, not needed with pre-commit running in
  .pre.

New, faster internet connection.

Some configuration entries were from a old version of the Transmission
daemon that accidentally kept around from a long time ago.

This reverts commit c181d402.

It was already there.

There's a build error with the Alpine image ('You don't have write
permissions for the /usr/local/bundle directory.'). I took a quick look
but didn't see anything obvious or any open issues for it. It's faster
to just replace the base image and move forward.
