Manage the Ruby Smile environment with direnv and Bundler. 

- Declare gems in a Gemfile.
- Run bundle install in .envrc.
- Keep things under ~/Repositories (I don't want Nextcloud to sync
  things).
- Also solves https://github.com/rubygems/rubygems/issues/4603 while I'm
  at it.
